SOUTH PUTNAM COMMUNITY SCHOOL CORPORATION

REGULAR SCHOOL BOARD MEETING
TUESDAY, FEBRUARY 19, 2013
7:00 P.M.
CENTRAL ELEMENTARY SCHOOL

The Board of School Trustees of South Putnam Community School Corporation met in the Music Room of Central Elementary on Tuesday, February 19, 2013 at 7:00 P.M. Board Members present were:

David Bombei, President

Wesley Hacker, Vice President Steven Cash, Secretary

Angela Nichols, Member Nancy Wells, Member

The meeting was called to order by President David Bombei and the following business was transacted.

The Minutes of the Work Session of Saturday, January 19, 2013, Regular Meeting of Tuesday, January 22, 2013 and Executive Sessions of Tuesday, January 22, 2013, were presented. Motion was made by Nancy Wells and duly seconded by Steven Cash to approve the Minutes as presented beginning with, "The Board of School Trustees of South Putnam Community School Corporation met in the South Putnam Administration Office on Saturday, January 19, 2013 at 10:00 A.M.," and ending with, "No actions were taken during the work session and they adjourned at 2:00 P.M." Also, beginning with "The Board of School Trustees of South Putnam Community School Corporation met in the Music Room of Central Elementary on Tuesday, January 22, 2013 at 7:00 P.M.," and ending with, "There being no further business the President adjourned the meeting at 8:40 P.M." The motion carried with 5 yes.

The claims were examined and motion was made by Nancy Wells that claims #18481 thru #18603 inclusive be approved. Wesley Hacker seconded the motion, which carried with 5 yes.

Motion was made by Nancy Wells and duly seconded by Steven Cash to approve the Personnel Report as presented. The motion carried with 5 yes. (H.I.)

Motion was made by Nancy Wells and duly seconded by Wesley Hacker to approve the annual requests by the Belle Union Youth League and the Fillmore Youth League for the use of the ball diamonds this spring, along with the Reelsville and the High School diamonds upon their request, contingent on each providing proof of insurance. The motion carried with 5 yes.

Motion was made by Steven Cash and duly seconded by Nancy Wells to approve a request by Kristin Scott for FCCLA members to attend the FCCLA Leadership Conference and STAR Event Competition in Indianapolis, March 7 — 9, 2013. The motion carried with 5 yes.

The High Ability Coach for the Corporation, Lisa Cooper, gave a presentation to the Board giving some background on High Ability and reviewing our program. Mrs. Cooper identifies High Ability students and works with classroom teachers to create programs for those students.

The President presided over the meeting and stated that notice of this meeting had been published in the Banner-Graphic, a newspaper published in Putnam County, Indiana, on January 17, 2013. Proof of publication was presented to the meeting, and upon examination was found to be in due form of law. On motion duly made by Nancy Wells, seconded by Steven Cash and unanimously carried, said notice and proof of publication thereof were approved and ordered filed.

The Secretary further stated that the proposed third amendment to lease (the "Third Amendment"), preliminary plans and estimates for the school building to be renovated and improved by the South Putnam High School Building Corporation had been on file from the date of publication of said notice until today, in the Administration Building of South Putnam Community School Corporation, Greencastle, Indiana. Copies of the same were presented to this meeting for the inspection of the members of the Board of School Trustees. He said that it was not necessary to review in detail all of the procedure to date since all of the members of the Board were thoroughly familiar with all steps heretofore taken, including the proposed Third Amendment, preliminary plans and estimates just submitted, but that if any persons present, other than members of this Board of School Trustees had any questions concerning these documents or the previous actions of this Board, or other steps taken looking towards the renovation of and improvement to of said school building, he would be glad to answer the same.

The meeting was then open for questions and for the hearing of all persons interested. After hearing all persons interested, and following discussion by members of the Board of School Trustees, on motion duly made and seconded, the resolution attached as Exhibit A was adopted by a vote of 5-0.

The President next stated that the notice to bidders had been published in the Banner-Graphic on January 21, 2013 and January 28, 2013. Proofs of publication were presented to the meeting, and upon examination were found to be in due form of law. On motion duly made, seconded and unanimously carried, said notice and proofs of publication thereof were approved and ordered filed.

The President reported that the construction bids for the construction project have been received, and that the architects and attorney for the School Corporation had reviewed such bids and accompanying documentation. Schmidt Associates, Inc., architects, presented the report of the lowest responsible and responsive bids. On motion duly made and unanimously approved the contractors listed on Exhibit B attached hereto are selected as the successful bidder. The Board authorized the architect to issue letters of intent subject to financing to each of the contractors.

John Zeiner, attorney for the school corporation, explained that the construction bids would need to be assigned to the South Putnam High School Building Corporation. The Building Corporation would use bond proceeds to fund such contracts and complete the project. On motion duly made Steven Cash, and seconded by Nancy Wells, the resolution attached as Exhibit C was adopted by a vote of 5 - 0.

The President next advised the Board that it needed to approve the form of Continuing Disclosure Undertaking. With a motion made by Nancy Wells and duly seconded by Wesley Hacker, the Board adopted the resolution attached as Exhibit D by a vote of 5 - 0.

Superintendent's Report:

•           Elementary MATH Bowl Competition will be February 28th at Central Elementary.

•           We are wrapping up winter sports with a little break and then right into spring sports.

•           Congratulations to Rudy Harris for participating in Wrestling at the State level.

There being no further business the President adjourned the meeting at 8:15 P.M.
